The company was formed by James "Buck" Waller, who started Rocktron in 1985 and developed its HUSH noise-reduction system there. When Waller sold Rocktron to GHS, the engineering team came with him to ISP, including his brother Jon Waller, who had been Rocktron's chief technology officer and took the same role at ISP. Buck Waller also co-holds the patent for Circle Surround, a surround-sound matrix technology. ISP's first guitar amplifiers and cabinets carried the Waller name, and by 2004 the products were sold only as ISP Technologies; the Theta was the one model to wear both names.
The Decimator is a downward expander that uses what ISP calls Time Vector Processing to adjust its release to the playing, so it closes quickly after short staccato notes while letting long sustained notes fade without chatter. The Decimator II and Decimator G String II arrived in June 2013 with a linearised version of that tracking and link sockets, which let two pedals follow the same guitar signal, for example one in front of the amp and one in the effects loop, or two in a stereo rig.
